Carson is not "quite happy" with it. He knows he made a mistake. When it was discovered that the Wraith were part human, he viewed it as a disease, and by freeing them of Wriath DNA they could live better, happier lives. However, he didn't consider the ramifications from the Wraith's point of view. His character thinks with his heart moreo ften than his head, and by hoping to make them better he screwed up and now it's his burden.

He's a complex character. He has morals and ethics, but struggles with them. Maybe you don't like complex characters, but then again that's your problem, not mine.
